Turn off autocomplete for entire site

I've seen references how to turn off auto complete for Forms and Inputs. Is it possible to do for an entire website?

You can turn it off at Form's autocomplete event.
eg:
<form method=post autocomplete="off" id="frm" runat="server">

But you couldn't do something at like the global.asax level or web.config level?

I don't think it can be done unless you write your own custom base class that inherits System.Web.UI.Page(apply to all web.UI) and turn off form's autocomplete feature.
