Word 2003 "Send mail to recipient" grayed out

We have Office 2003 installed (No Outlook as we use Lotus Notes)
The image used for each PC has Outlook Express completely removed (all *.dll files and reg entries removed that the uninstall leaves behind)
The send to: mail recipient option is disabled (grayed out)
Installing Outlook express doesn't resolve issue
Installing Outlook 2003 does resovle the issue

The problem we have is that we have 200 staff that want this facility and presently we need to manually install Outlook 2003 for each individual PC

Does anyone know what settings prevent the option in word to be disabled; and what settings in Outlook fix it?

This is not the answer you had requested for but just an insight which will help. The entire office suite is integrated. If a component or program is not installed, the functionality that the program adds to other programs are disabled. This is why installing outlook enables this feature in word. Outlook express is a basic email client distributed with internet explorer and is not related to word

The MAPI code in WIN.INI is needed but it didn't resolve my issue

I grabbed the Advanced Registry Tracer and compared the registy before install Outlook 2003 and after installing it.  After cleaning up soem of the junk I exported the diferences to a reg update file.
Running this reg file, and adding the MAPI settings to the WIN.INI file made this work perfectly, without Outlook being installed at all.

Thanks bdsmithback for getting me on the right track in the first place.
