How can I compile Planner on Mac OS 10.3.9

Can I install this software? If so, then how?

no acceptable C compiler found in $PATH

I am getting this error, but I do have gcc installed!

Installing the Mac OS X Developer Tools (XCode), places gcc in /usr/bin
so is /usr/bin on your search path [hard to imagine that it isn't].

I re-installed xcode tools and now have a new error----
