Here's a tip.

Set up an image measuring 500 x 200 pixels

Experiment with the paintbrush tool. In the tools setttings at the top of the screen, set the brush size to 80 pixels, opacity to 80% and the flow 35%. Seem what happens. Experiment with these values and observe the results.

Another tool to focus on is the smear and blur tool, found on the same button in the toolbox.

When you've done the blue bit, you can paste some flowers onto a new layer. You'll need to cut out round the flowers using magnetic lasso or path tool.

Was the borders question answered, or do we need to go their too?

Give me a while and I will outline the steps I took to create this.  For now stick to the colours and sizes i make, then later experiment with some of your own.
