Computer suddenly comes on?

I have a friend who claims to shut down his computer (Start | Turn off Computer | Turn Off) and it comes back on anywhere from 30 minutes to 5 hours later.

This is a Windows XP machine.

When he turns off the machine, he turns it off... no hibernation, no standby.

The modem (it does have a phone connected to it) is not enabled to bring the computer out of standby.

Any thoughts?  Ever heard of such nonsense?

    What about Wake on LAN in the BIOS has this been disabled?

    There was a PME wakeup enabled as well as a modem setting...  Disabled both.
