Allow restricted user access to install fonts

We have a Windows 2003 Server domain, with Windows XP clients. I would like to restrict users from installing any software, easy. But the problem is most of our restricted users are graphic designers, and need to often install/uninstall fonts. But if they are restricted thay cannot.

How can I allow a restrcited user to install fonts?

You can give full permissions to the folder \windows\fonts for all the users or you can have a logon script that copies the fonts from the central location to the clients computer
