No it does not, you can simply forward port 3389 traffic to the terminal server. Remote Desktop connections are quite secure in themselves, however the addition of a VPN add additional security by further encrypting all communications.

You might want to have a look at the following article discussing security of a Remote Desktop Sessions and how to improve the security:

Ok Thank you.  RobWill, in your travels, do you find Remote desktop a user friendly app to use when connecting on the road or from hotels for road warrior users?  Thanks.

New Tabletop Appliances Blow Competitors Away!

WatchGuard’s new T15, T35 and T55 tabletop UTMs provide the highest-performing security inspection in their class, allowing users at small offices, home offices and distributed enterprises to experience blazing-fast Internet speeds without sacrificing enterprise-grade security.

Very easy to use, and requires very little bandwidth, so it is efficient and works well even with slow connections. Even dial up is quite acceptable, though a little slow for those of us now used to high performance.
The only caution I would have about remote use is, using public computers rather than the traveler's laptop or equivalent. There is always the concern of key logging software on unknown systems.
The remote desktop client is very small and can be installed on any operating system from Windows 98 to 2000, (already included with XP) and there is even a MAC version available.
Though I am a big fan of VPN's, on occasion they will not work at some remote sites. Having the ability to use  remote desktop, even as an alternative, can be very useful.

I agree to Rob, that it is very handy way to access your resources.

Just one thing about RDP is that It will not work if you use a proxy to access internet.

So, if you stay in say hotel, make sure they provide you either NATTED internet connection or a direct connection.

To use RDP from behind the proxies, you need a SSL VPN solution.
