Associate certain filetypes on a terminalserver with a different programs for all users

Hi, i want to associate PDFs with a selfwritten .exe on a terminalserver
When i change them while I'm logged on with my user (which is an admin) it only works for me but not for the other users, how can i associate a filetype for all users with a different program?
