Manual sorting would probably work and get the idea dropped very quickly. Each user would need to have two accounts - an internal account and an external account to send email. The external account would have a store and forward (without the store) to send all inbound email to the manager. <br />

I would also get your HR people to sign off the idea. It might not be allowed due to local privacy laws. <br />
