Installing User Cals on Windows 2003

I have Windows 2003 server running terminal server.
I never purchased a License for terminal server until last week when my temporary license expired.
So I buought 5 user cals from a wharehouse.
I installed them but they have a status of not applicable in the terminal server licensing screen.
How do I switch from the temporary license which I believe are per device to per user?

    Have you activated the Terminal Server License Server?

    Going from temp to purchased license has always been an issue - let me see if I can dig up some docs I used in the past.
