This is only from certain people; 2 in total. Does anyone know what VOX DNSBL is, if so how it works? I am sure this is not a configuration issue on the Exchange server.

Can anyone help?

You need to call "nigelherring.co.uk" and tell them to stop using VOX DNSBL. It was shutdown at the end of last month. You will not be able to get off the list because it is no longer being maintained.
