suppose if i create a user account for 1hr, and he use internet for 15 minutes and logout, can he use the remaining 45 minutes later on?

It should let them log in until the time period expires.  The one I use does it that way.  I can setup a user for 24 hours they use it, go home at night and can use it first thing in the morning.  So the answer should be yes.
