Email being rejected

A few hours ago, our exchange system began rejecting almost all incoming emails, giving a failure code of "550 Requested action not taken: mailbox unavailable or not local." We can send out, and receive internal email, and receive emails from sbcglobal.net, but nothing else.
I have rebooted the exchange server (we use small business server 2003 with exchange 2003).
Help - what can I do??
