It almost sounds as though there are some Oledb objects getting created when your app starts that don't get cleaned up correctly when the app does a shutdown in prep for being updated.

Any suggestions to cleaned up correctly?

I called close method of OleDbDataReader after finish reading all data and
close method of OleDbConnection is in finally block to ensure that all connection are closed.
I have also used OleDbCommand and OleDbDataAdapter.

michelle, I'm sorry, I lost track of this question.. I'm certainly ok with your delete request, did you get the issue resolved?

If not, two things to check..

First, if you have installed several versions of Oracle on a computer, there are some web threads that have correlated "left over" oracle 'stuff' causing this oracle error, where the 'left over' pieces can be either registry settings, etc and or code specific issues( where taking the same code into a new project allowed the Oracle connection process to occur successfully )

Also, ( indirect example ) http://help.netscape.com/kb/corporate/19970825-5.html

We have seen this issue.  ( We started using a much earlier version of Oracle ( 6 or 7) it was before my time here, and we've had to maintain this NLS_LANG=american_america.US7ASCII setting even into our current flavor on Oracle 9, or 10 now, in order to allow some of our applications to be able to connect properly.
