Use PROC FORMAT to create your own format

PROC FORMAT;
PICTURE myformat
low -< 0  = '000,000,000.99-' (prefix='$')
0 - high = '000,000,000.99 ' (prefix='$');

.... you can then use "myformat" like any other format.  Be sure to remember that formats end with a period.  I do not have SAS installed on this computer so I cannot test it, but this will get you there or very close.  if you get 2 minus signs (before and after) you should be able to fix that by adding ",mult=-1" in the before the first parenthesis.
