Request that all users change passwords at next login on SBS 2003 domain

I recently setup a small SBS 2003 network.  At the time of the setup, the password complexity requirements were not enforced.  I just used their current windows passwords that had a range of formats.  I want to get all the passwords into a similar format using the security settings.  This network is only 9 users, so setting the check box on their user account by "Prompt for new password at next login" is not a big deal.  But for future reference, is there a way to prompt the entire network, or a group of users for new passwords at the same time.

I was thinking I could use the password maximum age, but I have disabled this because I don't need quite that much security.  Any other options for this instance?

All you have to do is use the "Configure Password Policies" wizard found in Server Management Console > Standard Management > Users

Select "Immediately" for it to prompt them to change their passwords upon the next logon.
