Network Slowdown Tool for testing site on a workstation at slow connection speeds

Anyone know of one, that WORKS, i.e., does not crash my workstation, or require static pages. I have tried a couple a few years ago, and it was a disaster. I develop on a regular Windows network, and I need something to slow down the local-loop connection on my workstation to simulate broadband, dial up, etc. Specifically, Javascript bugs resulting from partial loading of pages...

This is one that wrecks my PC. Clashes with IIS, ZoneAlarm, and generally causes networking instability, in my experience.

Used it a while back to slow down DC++ uploads back when I had a slower connection, and it worked fine, even for long periods of time.

Don't use it to slow down IIS, but make it limit your browser's download/upload speed.
