Citrix provides this automatically as long as you have Advanced or Enterprise Edition.  It is not enabled with only Standard edition.

Here's the admin guide for load manager: http://support.citrix.com/article/CTX106452

It's pretty easy to setup if you just want to use the default load evaluator which is based on the number of users per server.  Or you can get more advanced and create a load evaluator that uses server resources such as CPU and Memory utilization.

This is usually done per server but can also be done per application.  Just open the Citrix Management Console and expand the Servers node.  Right-click any of your serves and choose "Load Manage Server".  Select either the Default or Advanced load evaluator and click OK.

If you want to create your own custom load evaluators (again see the admin guide), go to the Load Evaluators node and create a new one.
