Recurring Meeting Update generates cancellation message

Using Outlook2003 and Exchange 2003, one of our users is sending out an update to a recurring meeting. This action generates two messages, one is a cancellation message, and the other is the update message. Any ideas on why the cancellation message is being generated? I have already ruled out user error on this one...
