is it possible to turn off menu and keyboard commands on one layout

i have layout for a table where i want to force the users to use a "add new record" button that runs a script that also adds new records in 4 other tables at the same time. i do not want them to be able to add a record any other way other than using the "add new record" button

only the advanced version allows to make customs menus.
all you can do in the regular version is to disable menus in account privileges (all, all except edit); they will still display, but will be greyed out, and thus unusable.
so, you necessarily need at least 2 accounts minimum to handle that: 1 for you with full rights, and another custom one for users.
if you want to skip passwd entry for users, use file options to get a passwd auto-entry, and shift open it yourself (option on mac)

i have fm8 advanced. i will use a script step to change back and forth to the custom menu

you don't have to, each layout can have its own menu, so you can attach a special menu to a specific layout and still keep the regular one on others.
