option under "view-encoding" under IE

What exactly is the option under view-encoding under IE? It's usually on Unicode (UTF-8), but for example, when I got to experts-exchange.com it changes to Western Europen (ISO)

Greetings, Monkeyrod !

When you are on a US website like, reading it uses Western European.  So encoding goes to Western European. When you go to a website that supports Unicode, like Google or an European website, encoding goes to Unicode.
