exchange 2003, still unable to create/access any new mail boxes yet AD says they exist in the store?

I have seen this question posted before, but the solution did not help, basically when i create any additional users and their associated mailboxs, AD acknowedges that the users have been created in the mailbox store under 'Exchange general' but the email address tab shows no SMTP address or x 400 address, also system manager has no record of that mailbox ever being created! and as such the outlook client does not resolve the name at all, i have rebooted the exchange 2003 server a few times and tried various test users in different OU's etc but no results, i then try and move one of these test users to a member exchange 2000 server and get the following error xml error

I have installed exchange 2003 service pack 2 and we are using corporate xda's to access this server so i cannot uninstall sp2 and  install service pack 1 as suggested in the prior fix, any help would be really appreciated.

the issue that you are facing is that RUS is not stamping the new accounts. check your application log on the exchange server for any errors

As above. RUS is the problem. RUS stamps the account initially if RUS doesn't work nothing will.

Hi there, tried forcing the RUS service and  the only error i am getting in the event log in the trail of moving the user is

also we have had a consistent error about the offline address list every 24 hours

have tried microsoft fixes but no results either


thanks will have a look at the links and do some troubleshooting on the RUS etc
right click on the recipient's container in Exchange system manager and then click on recipient update service. on the right hand side you would see "recipient update service (your domain)" right click on it and click on update now and then check the appliation log

Have you attempted to re-build the RUS via ESM? Right click each RUS policy and select re-build. Be careful though in a large environment re-building the RUS policies could take a long time.


If u have done something with ur group policy i mean modified or deleted something then try to run the Policytest utility that is found on the Exchange CD-ROM in the Support\Utils\i386 folder.

Hiya all



Many thanks for all your input and suggestions on the issue i am having, i have followed all the links and suggestions closesly and have not come up with any resolutions or ways forward, however, in a loose loose situation like this I thought.... might aswell just start again by reinstalling exhange etc, so i upgraded a member exchange 2000 server to exchange 2003, which was the original mailserver before the migration to exchange 2003, and created a test account on that upgraded server to see what happens and whaaahey......got a valid mailbox pertaining to the user i just created....so just to reiterate the Whaahey....i managed to create a vaild user/mailbox on the problematic server too! so today is a happy day........not sure what the exact fix was but the fact the this server i just upgraded had all the Operations Master Roles on it and the exchange 2003 upgrade probably kicked RUS into life! im not a details type a guy, i just like to see it working and then blag something relevantly Technical to the Manager who doesnt care either as long as his mailbox is ok in the first place.....
