Cannot find keycodeV2.dll or invalid keycode

Hi, i followed all the steps stated in msdn to deploy a .net windows application and crystal report 9. But when i run my application which is supposed to show a report. i got the error "Cannot find keycodeV2.dll or invalid keycode" i am sure i have keyed in the correct key and i have tried using another setup.exe for another project which works fine 100% which i did a few months ago on the same pc but still it gives the same result. I am not really sure what went wrong, i have compiled serval installer with CR9 mergemodules but all of them gives the same error. Are there anyway i can get the crystal reports dll files installed besides binding it into installers because there are time i just want to copy the whole folder with all the configs into another PC without using a setup wizard just pure manual installation.

I am not familiar with keycodeV2.dll - just keycode.dll.  What version of Visual Studio are you using?

Verify that the license key entered in the license.msm matches the license key in Visual Studio - Help/About Microsoft Development Environment/Crystal Reports 9 for Visual Studio.Net.  Try Copy Info, then copy and paste the license key

This is what the License merge module does...
license.msm
Installs regwiz.exe, keycode.dll, and keymgr.dll. Also registers keycode.dll and launches regwiz.exe with commandline [RegWizCmdLine] before RegiserMIMETypes.

I've never tried manual deployment of the dlls - the installer with merge modules has always worked well for me.
