Telephone Calls From PC - What Is Needed?

Hi, I downloaded software for making normal telephone calls from my PC.
I dont have a telephone line installed yet but before I go buying the cable I need I wanted to check if its possible to make calls using broadband. Will I have to install the telephone line to my laptop if I want to make calls to other landlines?

I'm starting a new job while I'm out off university for the holidays and its from home. They said this in the email...

"The work requires use of a telephone landline; we provide a Carrier pre select (CPS) account to cover all call charges incurred."
Do you know what this is and how it works? I'm awaiting on more information from them but if I can get a head start then it would help me.

This means they set you up with a different account so that when making work calls using your home phone it goes via a different telecoms carrier and gets billed directly to the company.

Yes if you have broadband you can make and receive calls over the internet. At its simplest all you would need is the software, an account, and a headset.
