Add/Edit/Save/Delete in different locations of the country

Supposed i am going to develop a program and database installed in an HQ office, with multiusers. However, the client requests for any branch office located in the country, the users can run my program on any PC (eg. edit/add/delete/save).

qn1: what are the hardware infrastructure needed for any PC in any office to run my program ?

- For one branch office, get a Fixed IP address, and install a PCanywhere in every user PC ?

- For one branch office, get a VPN hardware router ? what other software for every user PC ?

- What usually are the things to subscribed ? It is like price-less, and should i inform the client o stop dreaming. ?

qn2: How will these requiremetns impact my program, before i start ? Will it be a hardware layer, transparent to my program ?

1. Fixed ip address is a must
2. No need of pcanywhere if installing windows xp or windows server 2003
3. NIC card or Lan card with huge transfer rates
4. Routers
5. cpu and monitor (ie that whole  having descent config).
5. Operating system 1. windows server 2003 for server
                              2. Windows xp for client
6. Software to create program and database
7. tape drives to backup system
