With the console cable connected; when I reboot the firewall  I see all weird characters in the terminal window.

ok try changing console speed standard is 9600 8 data bits 1 stop bit no parity but try changing speeds and going through the process see if ou can get it to be readable text.

With 2400 & 4800 I get some characters in the window, above that speed the windows is just blank.

anything you can make out that say that the device is posting or booting up?

That's not good....

is this under contract or purchased recently?  Sounds like the flash is corupt and the ROMON is not even taking over.
