CISCO VPN between more than two sites

What is the best way to connect 3 sites together via VPN? Can I just use three small 837 routers with two vpn tunnels? Can I have three vpn tunnels so that any site can directly access any other?

Here is a diagram for creating a full meshed IOS vpn network between 3 sites:

With small networks, static routes will perform this fine for you - if you had a much bigger network with several different seperate subnets at your sites, you could use Tunnel interfaces and configure Eigrp to manage the routing for you.
