I assume you mean using a modem on a COM port?  In .NET 2.0 you can use the System.IO.Ports namespace:

http://msmvps.com/blogs/coad/archive/2005/03/23/39466.aspx

In .NET 1.1 you could try using the MSCOMM control to access the modem, send it AT commands, and check for a connection:

Here are some examples of using MSCOMM:

http://support.microsoft.com/default.aspx?scid=kb;en-us;823179  (in VB; just to illustrate using MSCOMM)
http://www.devhood.com/tutorials/tutorial_details.aspx?tutorial_id=320
http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dncodefun/html/code4fun12102003.asp

You could then send the AT command to dial, then sink the OnComm event to see what data comes back.  I think the result you want is "OK" but it's been a long time since I've done modem communication.
