Is it possible to have an app that can call a number and tell whether or not it connects?

I assume you mean using a modem on a COM port?  In .NET 2.0 you can use the System.IO.Ports namespace:

In .NET 1.1 you could try using the MSCOMM control to access the modem, send it AT commands, and check for a connection:

You could then send the AT command to dial, then sink the OnComm event to see what data comes back.  I think the result you want is "OK" but it's been a long time since I've done modem communication.
