Is it easy to get a Apple iBook G4 to print to a printer on a Windows PC that is shared?  If not, should I consider setting up the printer using IP-printing protocol.

Printing to a printer on Windows PC should be fine as long as you have the driver on the Mac.  A step by step example is available here:
