watchguard error message "content type required"

we have a watchguard firebox 700 that is returning a message "WatchGuard firewall: Response denied from http://X.X.X.X:80/home: Content type required."  unable to find out what this means and how to configure the firebox to allow this site request.  if anyone has expoerienced this type of response from this unit, any advice would be appreiciated.

if you would like to allow this webpage
open policy manager
open http or secure http
click properties
click settings
uncheck require content type

its a good security measure for unsecure websites that dont provide the content type
changing the setting to what I provided above will allow access, but decrease security measures
