There are basically two types of cable testers.  There are inexpensive ones that will us DC electricity to tell you if the cable is wired correctly.  They test for shorts, opens, and does the right pin at one end go to the corresponding right pin at the other end.  These can be had for about $15 and they are all that most people need.  However, they won't find cables that don't meet spec, and they won't find cables that are wired correctly for DC but that have the wiring paired incorrectly.  To find such more complex faults, you need to test using actual signals, and now the cost jumps up into the hundreds of dollars and you are talking about professional grade equipment.  As far as comparative evaluation, the low-grade testers are pretty much all the same, differing only in their type of "display" (arrangement of LEDs) and ease of use, also some cannot test an installed cable where both ends cannot be brought to the tester at the same time, while others (most) are 2-piece units.  Comparison of the more sophisticated testers would be very specialized and I don't have a site to recommend.
