Win 2003 roaming profile question

If I have Windows 2003 server and roaming profiles set up for users, where do I need to put 3 icons/shortcuts on the server profiles folder, so every user will get them when they log in?
I red somewhere that roaming profiles work differently than the usual profiles.
Users are Win XP machines.

The usual places would be Default user or All Users profiles.

They do work differently because you can login to many machines vs just the one with your profile. I usually test the roaming profiles and will add all shorcuts necessary for each user. By doing this you can verify shortcuts, folders, etc.
