I'm just reading about Intelligent Message Filter, this is my first time hearing about it.  Will this work with Public Folders?  

I have quite a few public folders that are created and there is alot of spam coming in. Will this help?

Or any other suggestions to resolve the public folder/spam issue?

It doesn't work with public folders. Mailboxes only.
If you want something that works with public folders you will have to go third party. Get something that is Exchange integrated. One that I have used in the past was I Hate Spam from Sunbelt Software. That created sub folders of the public folders to store spam messages in. You could do something similar with a tool that tagged the spam and a rule or event sink.
