How to increase Maximum Concurrent connections in Firebird 1.5

I am using Firebird 1.5 in windows 2000 server.  I use Firebird ODBC which I access in Delphi 7.  
Using different sessions in my program on a firebird database, the maximum number of connections, that can be opened simultaneuosly is only 4.  When I try 5 or more concurrent connections on the same database, I get this error:   [ODBC Firebird Driver]Maximum user count exceeded.
How can I increase this number of maximum concurrent connections for firebird 1.5?  (Firebird 1.5 is open source)

it's not a firebird restriction as it has no such limits

I already got it though. I had a previous installation of interbase that had a 5 user license which was interfering with my firebird. I just uninstalled the interbase then it already worked with more than 5 concurrent connections.
