I have an archived orders page that is popped up from an un-archived orders page.

So if I am on UnArchived Orders page, I click the link to popup the Archived Orders Page, on this page is a list of orders that have been archived, I'd like to be able to click on an order and have the parent page redirect to that orders page, while ensuring the Archived Orders page stays on top....

Alright, have this on your archived orders page links:

<a href="#" onclick="goToPage('archived/order13414.php'); return false;">

and then:

function goToPage(url)
{
    if (window.opener)
    {
        window.opener.location.href = url;
    }
}

That will pass the query string. In short, all the function does is navigate to the new page just like clicking on a link does.
