IIS FTP Password Fails

We are running a Windows 2000 server with IIS for FTP Services.  Recently our FTP backups have been failing.  I've tried using a remote FTP Client to log in, but it too fails.  The user name is accepted, but the password fails.  The mystery is this worked.  Any ideas where I can start looking for problems?

how to you access the ftp ? using 3rd party ftp client(cuteftp), command prompt or IE ?

Yes.  We use an optical chasis for a network infrastructure.  Everynight we backup the configuration files to this server.  However, the download process would fail.  To test the link (i.e. determine with the client or server is at fault) I use the FTP client off any IP machine.  In this case it is the FTP client which ships with XP.

The indy200 prompt appears asking for user, it accept the user name then asks for password.  The password fails (error 530 as I recall) and dumps me at the ftp prompt, as it should.

Ok.  I found the problem and fixed it.  Another application was grabbing FTP port 21.  I shut the program down and was able to FTP as usual.  Talk about shooting yourself in the foot.   :-)
