svrnetcn Error 126 Specified Module Could Not Be Found - MSWindows2003 SBS Premium

Our Windows2003SBS Premium has been running and providing services to an application requiring MSSQL 2000 for several months.   The clients this week stopped being able to connect to the DB.  In researching the issue when I go to

Run:  svrnetcn

The error  126 Specified Module Could Not Be Found

Found DLL and EXE in C:\Program Files\Microsoft SQL Server\80\Tools\Binn

Other paper on EE talks about moving to C:\Program Files\Microsoft SQL Server\80\Tool\Bin

So I did stil getl same error.  

Have stopped and restarted MSSQLSERVERstill an issue.

So how do I verify the server is providing MSSQL services correctly and verify my applications can connect to its database?

a couple suggestions given, including trying to ping it from outside and verifying the ports are not blocked.
