exchange 2003 scedule + free busy sais "Local Modified"

I have an exchange 2003 server.  I migrated over mailboxes from an old server to a new one.  Both servers are still on the network.  I have had an issue with users not able to share calendars.  This isn't a problem they had on the old server.  I narrowed the problem down to the scedule+.  I followed this microsoft article as prescribed by another expert:  http://support.microsoft.com/default.aspx?kbid=822931.  I thought I could get it with this article, and closed the previous case.  Everything was going fine until I got to the part where it sais

10. After replicas have been made on the destination server, wait for replication to complete, and then make sure that the replica folders are synchronized with the source folders. To do this, follow these steps: a.  Right-click the public folder that you want to check, and then click Properties.
b.  Click the Replication tab, and then click Details.
c.  When replication has completed, the Replication Status column indicates In Sync.
 
When I look at the replication on mine, it sais "local modified"  I can't seem to get that to change.  Any suggestions??

You will wait forever to see it say in "in sync". I don't think I have ever seen it say in sync.
What I work on is item count. If the item count is the same or within one or two then as far as I am concerned the data is there and you can move on to the network stage. Free/Busy information comes form the user's Outlook anyway, so you will not loose anything.

But the problem is still there.  The users can't invite any other user to a meeting through the calendar, because it sais no free/busy information is available.  There is no item count on the new server, it has no information available.  I'm sure I'm missing a step somewhere.  I'm upping the points for whoever can help me

When you look at the properties of the folder, are both servers listed on the replica's tab?
If you have moved the mailboxes across, then the free/busy information will repopulate automatically. You just need to get the users to create an entry in their calendar which populates the free/busy information. The key point is to ensure that both servers are listed in the replica tab.

Both servers are shown in the replica tab.  The users have created several entries in the calendar, and it still hasn't repopulated.  I"m still missing something!!!!

Have you done everything else? All other settings moved across? There is a slim chance that they are populating the wrong folder. You didn't do anything like set the public folder store to be the public folders on the other server or similar?

I followed the entrire article again.  I still don't see anything I did wrong.  I specifically states that I should see it sync.  By the way, it did sync the internet news group in public folders before I switched it to system folders.

It turns out it is an issue with server2003 R2.  Microsoft is working on it right now.  Thanks for the help
