Active Directory Sites - When to use?

Is it beneficial to create an Active Directory site even if the site doesn't have a DC?  Are sites used for more than just replication?

sites basically segment a network and localise traffic, so if you dont have a DC in the site then no, i don't see the benefit of it

So another words, if I do have remote locations with only 10 people or so, and there is no DC at those locations, I should add those subnets into my main site, just so they're associated, but not create separate sites for each remote location unless there's a DC there?
