Why doesn't it like this in my VS 2003 web project web.config:

  <connectionStrings>
    <add name="DashboardConn"
         connectionString="Data Source=BG-22SQL;Initial Catalog=Apex_ReportingServer; integrated security=SSPI;persist security info=False; Trusted_Connection=Yes"
         providerName="System.Data.SqlClient" />
  </connectionStrings>

Unrecognized Configuration Section "ConnectionStrings"

I need my app to imperonate the logged in user...local user

I have also tried it using this syntax: <appSettings><add key..
but it says it's looking at a null user when it tries to use my connecting

I think the connectionStrings section is only supported in VS2005 asp.net 2.0

You probably need to switch back to something like this:
      <appSettings>
            <add key="Dashboard_DSN" value="packet size=4096;integrated security=SSPI;server=LCNWSQLCLSTVS01\PRODUCTION;database=HospitalDashboard;app=HospitalDashboards" />
      </appSettings>

Also, I suspect the null user part is because you are running your IIS website with anonymous access enabled.  Try disabling anonymous access and only allowing windows integrated security.

you are right, I tried shoving ConnectionStrings into 1.1 just to try getting it to work..no go.
