Is there a way that I can add PHP functionality to the Web Matrix server ?

Web Matrix has been developed to usitilze the .Net framework.  Unless you use PHP .Net (I assume there is such a beast), I'd say that it's not possible.

PHP runs off Apache, which is also free:
