Accepting meeting not showing in tracking

First we have Exchange 2003 SP2 and Outlook 2003 SP2.  Here is the scenario:
I get invited to a meeting.
I accepting the meeting but select not to send a response.
Although the meeting is on my calendar the tracking information on the organizer's calendar does not show that I have accepted.

Is this normal?  It seems that tracking information should be updates whether or not a response is sent.

If you notice on the page it states "As attendees respond to your request the meeting planner is automatically updated."

Which is normal behavior from my experience.

It is my understanding that this is the normal function for meeting tracking.

The web site doesn't really talk about the problem.  It seems that an accepting meeting should automaticall update tracking.
