What's the best Small Business Internet usage tracking software

We currently do not have any Internet usage tracking software and I'm getting Mgr's asking about their employees time spent surfing etc.  Is there any server based Internet tracking software that you would recommend?  I'm basically looking for something to cma in case HR gets involved.  I'm going to need software that logs URL's and possibly track/block certain searches and sites.  Thanks for any help!!

if you have some $$$ to play with, check out the trend micro suite. we use for everything, proxy, AV, monitoring
