Netopia Test Router appears on opening IE but no router is installed on this computer.

I have a new user on our network using a D600 Dell Laptop. He has used this laptop as admin to install numerous programs and software. My question is why does he get the following message when he opens Internet Explorer:
http://192.168.1.254/testRouter?clear
It then displays a diagnostic screen and cannot go out through our network to the internet.
He tells me he has a broadband connection at home through an ISP that happens to be the same one I use at home. Also he has a LinkSys router not Netopia. I really need to get this user on the network. Can anyone offer any help here?

Check the start page.
Tools->Internet Options.
Start Page. Click Use default.

Also, Check if some proxy server is defined.
Tools->Internet Options->Connections-Lan Settings.

Try running this tool.
It will tell, if some malware is installed on machine.

Thanks Prashax,
I found some strange things happening. Three wireless Dell laptops running on an our network seemed to be looking at a wireless network that did not belong to our company. Is it possible that we were reading another network's router.
That was the only common denominater we had.
I ran ipconfig on each unit and found another IP address that I then renewed and the problem went away.
I did the renewal on all three and they are now connecting and working like they should.
