adding p12 certificate to server

When trying to add a paypal certificate to our web server we get the following error:

An internal error occurred.  This can be either the user profile is not accessible or the private key that you are importing might require a cryptographic service provider that is not installed on your system.

We are using IIS6 on W2k3 server.  

We attempted to install the cert from the MMC console and the command line and neither worked.

Is this an SSL certificate or a client certificate?

Found the answer.  Network services had to be removed on the destination folder for the certificate.  Since there was already a certificate on the system network services were already installed.
