2-I recieve hug amount of mails title Inbound mail failure. This is causing big traffic and many mails that are supposed to be sent to my inbox are taking days to recieve them. Can i do anything or the only solution is installing baracoda device.

Inbound emails are messages that you have received from external people. If you are setting a message from Experts Exchange to notify you of this posting, then that is an inbound message.

Outbound emails are messages that you have sent. By disabling outbound email messages you cannot send an emails.

For your messages with Inbound mail failure, it is difficult to know what those are.
Have you configured Exchange to send you a copy of all NDRs?
Is this Exchange 2003 on Windows 2003?
Are you receiving your email directly by SMTP or through an ISP via POP3 connector or SMTP feed?
