monitoring e-mail

I have a client that wants to see, at the very least, who an employee is sending messages to and what the subject(s) are, as well as monitor deleted items. He is running SBS 2003 with Exchange; are there tools in Exchange to accomodate this, a white paper maybe?

Email messages to and from is easy enough.
Message tracking. http://www.amset.info/exchange/message-tracking.asp

Deleted items and the body of the email, that is more difficult and would require access to the mailboxes.
Depending on your location and business, having access to the mailboxes without permission of the user may be illegal. It needs to be cleared with HR or a lawyer first.
