Yes, but found elsewhere by googling... so it would not be exactly a recomendation.
Actually the forums accept all professionals, regardless the experience or knowledge, so it is very common to see begginers' questions side by side with deep subjects.. Personally I like the ccscreator forum, it is the most complete I know.

Another useful source that I visit is the official w3 site. Not a forum, but a lot of useful information, including directories of style tools and other related stuff: http://www.w3.org/Style/CSS/

By walking around Experts-Exchange channel specialized in CSS, you may found good advisoring  and hints.

At http://www.experts-exchange.com/Web/Graphics/Q_21852040.html I suggest two sellers of templates, one of them has a very affordable pack with lots of templates (that use css) and worth as good reference of css using.

for sure I did google search, the multi million results dons't solve expert problems, specially if the time is crtical.
Also google doesn't sort the result depend on professionalism.

when I read your answer multi times ;)   I discover that you miss understand my question.
I am not looking for "FORUM" I am looking for styles of forums =  template used in forums design = vbulletin skin.


I am not looking for CSS.

Actually, as in the first comment, the focus on both sites below isn't css, but layout templates instead.

The Natural Born Skinners has tons of syles for Forums. Some free, some paid. They have their own design and are also a marketplace for independent designers. Of course, there is a forum as well.
