HOW TO DENNY OR ALLOW ACESS TO CD-ROM

I WOULD LIKE MY APPLICATION KNOWS WHEN THE CD-ROM IS IN USE AND DENNY OR ALLOW THE USER TO USE A CD ON THE DRIVER.
