Distribute .CER file via Active Directory

I need to be able to distribute a .CER file as a Trusted Publisher.  I read on the following link that you can, but it does not give any additional info.

Trusting a certificate from a root CA is done through group policy.

Open the group policy you wish to edit or create a new one.
Expand "Computer Configuration", "Windows Settings", "Security Settings", "Public Key Policies"
Right click "Trusted Root Certification Authorities" and choose import, then run through the wizard to import the cer file.

All the computers affected by the policy will trust the certificate.
